Even though most public universities offer courses with no tuition fees, there are some administrative fees involved. Usually, a semester contribution fees which includes student union fees, public transportation ticket, registration fee etc. and that costs 150-300€ per semester. Also, public universities in the state of Baden-Württemberg have started accepting a low tuition fees (approx. 1500€ per semester) from international students.
Additionally, it is mandatory for international students to start a blocked account in Germany and deposit 10,332 euros; before moving to Germany. A Blocked Account is a special kind of bank account for international students which could be used to cover their living expenses in Germany for one year. This also serves as the financial proof while applying for student visa.
If you want to start your undergraduate education in a German public university, it will be hard to find a course available in English. Whereas for master's and PhD programs there are a lot of options for students to choose from. If you are planning to learn undergraduate program in English in Germany, aim to apply for private colleges where there are multiple options available.
